01 - Rinse jasmine rice under cold running water until water runs clear. Drain thoroughly to remove excess starch.
02 - In a medium saucepan, combine rinsed rice, coconut milk, water, salt, and sugar if using. Stir until well incorporated.
03 - Place saucepan over medium heat and bring mixture to a gentle boil.
04 - Reduce heat to low, cover tightly with lid, and simmer for 15 minutes without lifting lid.
05 - Remove from heat and let rice stand covered for 10 minutes to complete steaming process.
06 - Fluff rice gently with fork. Transfer to serving bowl and top with toasted coconut flakes and fresh cilantro or scallions if desired.
