01 - Combine milk and dried lavender in a small saucepan. Heat gently over low heat until just steaming, not boiling. Remove from heat and steep for 5 minutes.
02 - Strain the milk through a fine-mesh strainer to remove lavender buds. Let the infused milk cool slightly before using.
03 - Whisk powdered sugar with 2.5 to 3 tablespoons of lavender-infused milk in a mixing bowl. Add lemon juice if using. Whisk until smooth and pourable.
04 - Add more milk to thin or more powdered sugar to thicken until desired consistency is reached.
05 - Drizzle or spread glaze over cooled baked goods. Allow to set for at least 10 minutes before serving.
